OPEN & CLOSED CASE: A federal appeals court ruled Tuesday that the FCC exceeded its authority when it sanctioned Comcast in 2008 for deliberately slowing Internet traffic for some users. A three-judge panel overturned the citation, ruling that Congress hadn’t given the FCC the power to regulate an ISP’s management of its own network.
