FALLON UP: The New York Times says NBC is planning to move The Tonight Show to the Big Apple and make Jimmy Fallon the new host. Sometime after Jay Leno's contract expires next year, the paper says, the network will transfer the TV institution from Burbank to 30 Rockefeller Plaza and put the popular Fallon (whose recent week-long stint with Justin Timberlake didn't hurt the latter's astronomical album bow) in the host's chair. Of course, where Leno is concerned, you never know; just ask Conan O'Brien. (3/20p)
