Sony/ATV chieftain Marty Bandier is once again acting as spokesman for the entire publishing business, as he decries the recent Department of Justice decision not to alter the Consent Decrees governing the PROs or the scandalous 100% licensing provision. The status quo, Bandier and other publishers say, makes an already challenging landscape for songwriters even tougher.
