Smith, who sings on Naughty Boy’s international hit “La La La,” just played two sold-out nights at L.A.’s Troubadour and was recently included on the BBC’s “Sound of 2014” list of up-and-coming artists. The roof of the storied Capitol building, of course, provides a remarkable panoramic vista, incorporating mountains that formed over millions of years and hotels that can be rented by the hour.
