If it’s 2009, it must be time for fresh blood in HITS’ Vibe-Raters section, our round-up of those acts on the road to breakout success.

The first new entries of the year include a pair of hot U.K. acts in Capitol’s Lily Allen and Columbia’s Glasvegas and Schoolboy/SRC/Universal Motown rapper Asher Roth, the latest discover from hip-hop impresario Steve Rifkind, the man who brought you Wu Tang Clan and Akon, among many others.

Tabloid queen Allen’s new album It’s Not Me, It’s You is set for stateside release Feb. 10 as the follow-up to her debut, which went gold in the U.S. and platinum in Britain. The first single, “The Fear,” goes to Hot Adult on 1/26 and Top 40 2/9. Scheduled TV appearances include Today (2/10), Leno (2/16) and Ellen (tapes 2/17). Glasgow alt-rockers Glasvegas are the current next big thing over the pond. Their self-titled debut came out Jan. 6, while the first track, “Geraldine,” has early PoMo support at KITS, KROQ, KWOD, KTCZ, KNRK and more. Look for TV appearances on the Late Show with David Letterman  (1/14), with a U.S. tour culminating in a SXSW date 3/23. For more on these Scot hotties, click here.

Rap up-and-comer Asher Roth is breaking huge on the Internet and underground college mixtape circuit, with a debut album set to hit 4/21. First track, “I Love College,” is now scoring at Crossover and PoMo, with a video being shot later this month. MTV “Artist to Watch” just did Carson Daly, with massive college promo tour hitting 30 schools in 45 days starting 1/22. For more info on Roth, click here.
