POWELL! RIGHT IN THE KISSER

In addition to the fine slapped on Colorado’s KKMG for playing an edited version of Eminem’s "The Real Slim Shady" (hitsdailydouble.com, 6/6), the commission proposed a $7,000 fine against KBOO Portland for broadcasting "Your Revolution" by Ninja Tune’s DJ Vadim and spoken-word artist Sarah Jones.

The fine is a result of a complaint alleging that KBOO broadcast "indecent material" on Oct. 20, 1999, during "Soundbox," a hip-hop program "structured around themes which provide a larger social or cultural context," according to the station. KBOO denies the commission’s claim that the song contains "unmistakable patently offensive sexual references."

The station further claimed that the song is not indecent, and in fact does the exact opposite of promoting offensive sexual references, because it is "a feminist attack on attempts to equate political revolution with promiscuous sex." Allegedly offensive lyrics include, "Your revolution will not happen between these thighs" (shocking!) and denounces sex-flaunting musicians and songs such as Bell Biv Devoe’s "Do Me."

The FCC rejected the argument and has given KBOO 30 days to respond. The commission is also taking note of the artist and song references in preparation for an upcoming "indecency fining spree."
